I am new to this (Just started to think about getting a DS today, July 27, 2007.) Are there any tutorials or information that will get me started.

Will you be running homebrew in GBA mode, developing homebrew in GBA mode, running homebrew in DS mode, or making homebrew in DS mode?

I have no idea what that means. All I can say is I plan to use a R4DS card.

GBA mode is out of the question then, eh?

I think your answer is running homebrew in DS mode, but I'm not even sure.

"Running" means you download compiled programs and run them. "Making" means you write source code files in the C programming language, compile them, and run them.

You will need GBA compatibility mode to run programs from before 2005, as well as programs from 2005 or later that are designed for the Game Boy Advance system. An EZ-Flash 3-in-1 card will let you use GBA compatibility mode with your R4.
