This is probably a dumb question that will recieve a "no" for an answer, but is there any program for the GBA like the RPG Maker? I know absolutely nothing about programming and GBA development so for me, a program like RPG Maker 2000 for Windows would've been perfect for developing GBA games :)

There isn;t :). Go get a C book and start to learn programming by easy and boring DOS excersizes. Programming isn't difficult, you just need to know how, thats my experience at least.

You could try 'simpler' programming packages for the GBA such as Dragon basic or catapult.

If you want to learn C++, try http://www.gametutorials.com or NeHe (cant remember the website address)

But I think NeHe is just good for OpenGl, not for learning C.
