I recently downloaded the Map Editor Nessie. How can I use this most effectively? Is is like the pcx converter?

It is a useful readme...but I didn't see too much on how to create a tileset. Do you make them in paintshop or a paint program first?

yes.. I believe it only uses 16 colour tilesets (although there is a workaround for it) which you do in any paint program saved to a bmp.

I've used MapEd extensively, but was not responsible for creating the art. IIRC, tilesets need to be saved as 256 color BMP images. The program only uses the first 16 colors of the palette. I think if you save as a 16 color BMP, and then resave it as a 256 color BMP, the tile pages will load and display properly.
