Forget mp3 for GBA, the processor is not fast enough. Tepples has written a GSM decoder which is the best compressed audio player you will find for GBA.

oh... so what is a mod I should do instead?

By mod, do you mean a hardware mod? Or do you mean "write a homebrew application"?
If it's the latter, just try and get some text output to the screen first.

Easiest hardware mod to turn the GBA into an MP3 player involves duct-taping it to an iPod Shuffle ;-)
But seriously, I (as well as probably most everybody else who reads this topic) do not understand where you're going with this.

Why do you want to make a hardware mod? You don't even seem to know what the system is capable of, let alone what it is you want to do with it.
Augmenting the hardware to something is always a reactionary thing... you do it when the system absolutely cannot support something you really want/need to do without supplementing the hardware. You are approaching it from the other way around for some reason. These are not the signs of a well thought-out project.

Ideas for you:
Turn it into an RC racer controller.
Perhaps a video player - mod it so it takes RCA input
Or better yet, play with it without know what you're doing and turn it into an IED or perhaps a POS.
