Given that (at least until the DS came out) Flash2Advance comes with a USB cable, it's possible. You'll need a microcontroller that speaks GBA on one end and USB on the other, but it's definitely doable.

Or an off the shelf USB to RS232 adapter.

True, but two points:
  • Make sure to use a USB/UART chip that can use 3.3V/GND signaling (instead of 12V/-12V signaling as RS232 specifies).
  • UART mode cannot multiboot the GBA. You'll need a custom microcontroller program in order to speak normal mode or multiplayer mode, or you'll need a GBA flash cart or a GBA Movie Player with a CF card to get a program loaded into the GBA.

This may need to be moved to the newbie section, as I know extremely little. Is it possible to load roms on a f2a cart using xboo communicator.
