DS development > Peculiar REG BG3Y behavior

This is a simple program which moves an image around the screen. Works well in the horizontal.

But, looks like there is something wrong with BG3Y. Even when I set it to 0, it becomes 0x0000C000 soon after. Is this a known problem? Or am I missing something?

Looks like this has got something to do with the scale of the background?
