XviD implements MPEG-4 Simple video. Whether it could be decoded in real time at a given frame rate would depend primarily on how many instructions per 256-pixel macroblock it would need. It might be possible do to full-screen video (192 macroblocks per screen), but it might be possible only to do "handheld profile" video at 128x192 pixels stretched horizontally (96 macroblocks per screen). Who has benchmarked an MPEG-4 decoder?

Judging by the 2FPS the GBA opendivx player runs at, a DS might be able to obtain 8FPS.

It'd probably be more feasible to make a 24fps MPEG decoder for the DS.
Didn't Factor 5 make one for Resident Evil 2 on the N64?
