Where should I look to find information on the standard file formats used in commercial games? Is any of this information out in the open? Feel free to PM me instead of posting if that seems better.

You mean the formats output by the NitroSystem tools? I'm fairly sure they're not public, seeing as how there's not even any documentation for official devs. And without the library code that uses them, they're not much use anyway.

The intermediate text-format files (exported from 3dsmax/maya/etc) would be good for writing custom converter tools, but I don't think there's any real documentation on them either. Plus you'd still need the exporter plugin for the modeller of your choice to generate them.

What do you need them for, if I may ask?

Texture formats, compression formats, audio formats, display list formats, etc.

Why should anyone do this? It's much easier to make an own file format for homebrew.
