someone have overclocked the nds arm9. but why only overcklok a Cpu why , maybe, is possible to change provessor with a more powerfull? the AT91SAM9261-EK is a 200mhz Arm9 for Gps; is posssible to change ram; so why is impossible to change arm9? this should work and we could also set clock to 67 Mhz and, when is needed, change it to 200mhz. is possible?

You can't just replace the ARM9 in the Nintendo DS because the ARM9 is embedded in a microcontroller that also contains the 2D and 3D graphics cores, the sound core, and all sorts of other I/O. It's not like the Sega Genesis, where all I/O is on an ASIC separate from a stock Freescale MC68000 CPU.
