I heard that I can't use wifime to send homebrew to the ds with DS firmware version 4. but, I did read that I could use wifime to send official demos. Is this true?
also, is there a version of wifime in development that works with DS fw version 4+?

With WMB software and a compatible card, yes you can send official demos to an original DS with stock firmware, but not a DS Lite with stock firmware.
No, nobody is publicly developing any sort of WiFiMe2. The preferred method to boot into DS homebrew for the first time is NoPass.

Ok, slight confusion here.
WifiMe is a hacked Mario wireless game binary. It redirects execution to the GBA slot, like a PassMe.
What you are describing (sending the offical demos) is called Wireless Multiboot, or WMB.
WifiMe is sent using WMB.
WMB works with all consoles, provided the binary is signed (which no homebrew is, so only offical signed demos work).
And no, there is no work on a 'WifiMe2'
