I think it's probably NOT a flash card. (for lower price)
and well, get a Flash2Advance Ultra USB Writer or something similar if you want to try reading/writing it

Last time I checked it was cheaper to buy flash memory compared to OTP so again, I wouldnt be surprised if it is flash. I have seen a lot of bootleg gba carts that turned out to be flash. Now reading/writing it is another story and the quality of the cart is probably horrid at best, so a proper gba flash cart from a known retailer is still the way to go IMO.

If it is flashable, you should be able to rewrite it using the DS alone.

Unless it is flashable only using voltages that the DS cannot produce. Several rewritable memory parts (EPROM, EEPROM, or flash) use 3.3 V or 5.0 V to read and 12.0 V to write.
Or unless it is flashable only through connectors that the DS doesn't have. For instance, the PassMe2 can be flashed only through its JTAG connector, and the EFA-Linker (Extreme Flash Advance) can be flashed only through its USB port.
