He's not really talking about ROM's *per se*, but it is sort've implied.
To answer your question, Action replay is not DS-X compatible. Buy the game.

So I've bought the game, but how do I cheat? Is there a version of DipStar compatible with booting from DS-X and pak-swapping to a Game Card?

If the answer for the owner of a legit DS Game Card is "buy the action replay", then why does DipStar even exist?

Now that AR is out and AFAIK DipStar still only works with games running from M3, the only reason I can think of is beyond the scope of this board.
