How can i play .gba files ?
Is there any patcher like the scmhbp for the sc sd?

boot the ds without nopass, or hold select at powerup to disable flashme, go into GBA mode, from there you can run .gba files

Is it a GBA homebrew or a DS homebrew that ends in .ds.gba?

Those are DS apps, generally with a GBA header attatched and .gba extension to satisfy dumb GBA cart flashing software.
