Can this card be used for sending things to my DS using the DS download and play?

Nope, that's a usb wireless adapter, you need either a pcmia or pci wireless card that uses the correct ralink chipset a list is Here, you can find a great description on how to use it here

Is it possible to have 2 pci cards at the same time?
Like 1 with my usual drivers formy regular network activites then another with drivers for my DS?

So i can disable one and enable the other depending on what i want done?

It might be possible to use one PCI Wi-Fi card for Ni-Fi and another for TCP/IP, but it might be more reliable to use one PCI Wi-Fi card for Ni-Fi and a USB card for TCP/IP.

You really shouldn't have a problem using 2 pci network cards, they would just both show up as different connection in your Network connections if you're using windows. If you have any problems you can always only have one connection enabled and just disable your primary one and enable your ds one when ever you want to wifime.
