Ok. I've organized a list of questions here.
1. What all do I need to send homebrew to my ds with WiFime? Inlcude everything (software, computer specs, wifi cards, everything).
2. Is windows 2000 or XP absolutely NEEDED?
3. Where can I find a WiFiMe specific help resource?

I noticed that you confused WMB and Wifime here:
WMB=Program to transfer homebrew/demos to your DS and run them
WiFiMe=File that you transfer to your DS via WMB to run code from a Flashcart or a CF/SD adapter card.
To transfer homebrew to your DS via WMB, you need to install FlashMe. To install Flashme, you need a Flashcart or a CF/SD adapter card to run the installer from.

I didn't realize the difference. So I guess both WMB and WiFime both require a flash card in some way?
From what I understood, there is a way to get homebrew on your DS by merely getting a compatible wifi card, using a program and sending it to the wifi card, which then sends it out which can be downloaded to the DS through Download Play. If this method requires any unmentioned equipment, does anyone know of it?

WifiMe requires a flashcart, WMB doesn't.
There is no such method as the one you described. Unless your DS has FlashMe, there is no way it can recieve homebrew via download play.

Well then I'm confused. Why are there so many people talking about using download play to play homebrew?

Once you install flashme from a flashcart using WifiMe, then you can use WMB to download homebrew.

Because the tutorial only explains how to run WifiMe. It assumes that you know what WifiMe is.

Yes, I have already done that. In Picto Chat (Room A) I removed my DS game, and it just froze up. This means I have firmware version 1?

Just make sure you get the CF version as there's currently no support for the SD, and don't get it if you need a *Pass*2 device. (For anyone else reading this.)
