This is about hacking the PDC if possible. Since I could not find any tech info yet I might as well check it out since it's only 30 Euros. A/V cable is 5 Euros.

Well.. I bought one at the local gameshop. A/V cable is sold seperately.

No need now, isn't the situation resolved.
But anyway what can be done with the PDC? Well if you can do anything it does give good reason to then start developing some emulators I guess.

First someone needs to dump the ROM chips and see if they're encrypted or not, and then see which architecture (CPU instruction set and PPU image format) they use.
