See the TZI value for your time-zone at http://support.microsoft.com/kb/928388 and then navigate to "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones" and enter the new TZI value (if you want, rename TZI to TZI_old_value and create a new TZI for the new time-zone settings, in case it breaks you can restore the old one again.) And then go to system time setting, select the time-zone, apply, and OK to copy the setting to the current control set.

So we have to install an update to change the DST settings? Silly Microsoft, that should have been in the registry to start with. Or have I read it wrong? (It's late. ^_^; )

I noticed the Wii has no method to even see the system time; is there a way to tell what it's set to? IIRC Zelda tells you when you last saved but I can't be arsed to boot it up and save a file right now. <_< I'm wondering how they'll handle that or DST in general; got a packet capture running overnight to see if anything interesting happens.

You don't need to install an update, just copy the TZI setting for your timezone into the registry, and then go to timedate.cpl and go to time zones and apply and OK.
