there are many, i use dualis, but there are quite a few, none work for commercial games

I've heard good things about using the latest version of No$GBA (which has NDS features) for testing and debugging (you have to pay $15 for the debugger version, just an FYI).

Other emulators that I know of include Dualis, iDeaS, and DSemu. There are others as well that I forgot the names of.

there's quite a few ds emulators out there now:

no$gba - a free version, pay for debug features
Dualis - free, some source code available
iDeaS - free, closed source
DSEmu - free, discontinued
DesMuMe - free, open source
NeeDS - free, based on desmume
HyperDS - closed source, never released, discontinued?
Ensata - official nds sdk, illegel for homebrew

I'm sure i messed up the capitilization on some of those, but it's hard to remember.
