The iQue DS Lite firmware may store the brightness setting in a different place, causing anything that writes to the settings area of the iQue DS Lite firmware not to work.

Doesn't the iQue DS have different firmware with additional kanji for Chinese?

Yeah. It uses Simplified Chinese. (Mandarin and Cantonese are spoken, not written, and we generally call Chinese characters "hanzi" in Chinese.)

Latin-locale DS (US, Ca, EU, Au, NZ) has the same firmware as Japanese DS.
Chinese uses a lot of ideographic characters, which need a lot of glyphs. Assigning a 16x16 pixel glyph at 1 bit per pixel to each ideogram takes 32 bytes, meaning the 256 KB extra part of the iQue firmware could possibly hold up to about 8,000 glyphs.
Japanese, on the other hand, replaces a lot of those Chinese characters with phonetic signs called kana. A kana font is simple enough to be represented even on an 8-bit system, and the 64 KB to hold glyphs for 2,000 common ideograms is considered small enough in a .nds file.
