Is there any program to create a .SDAT file? I know sdattool can extract the contents of a .SDAT, but not put a .SDAT together.

I wish to take the .sbnk and .swar files from Dragon Quest 4, and put them into a .sdat file to see if VGMtrans can then convert them to .dls files. VGMtrans will not read DG4's own .sdat, VGMtrans loads it then uses up ALL available memory.
I already have all the .sseq files, and just need to convert them to MIDI with sseq2mid.

MOST commercial games that is. Super Princess Peach is one that doesn't.
