Can a flash cart work this way:
Boots NDS rom automatically with *Me
Boots GBA rom when *Me not inserted/bypassed
This is kind of how the GBAMP works with chishm's firmware, but would it work with a flash cart like F2A?

If the loader were aware of 1. GBA mode, 2. Nintendo DS PassMe mode, and 3. the particular flash cart's ASIC, then a bankswitching loader would be possible. But then you'd probably have to have a different build for at least each make of flash cart, possibly each major model.

he is asking if a regular flash cart can do it.. in this instance, supercard is not a "regular flash cart"

A regular flash cart can do it; someone just has to write a loader capable of bankswitching the card to the beginning of a .gba or ds.gba file. Cards that use the Visoly protocol, such as F2A, are likely the first to be supported, as the Visoly protocol is reasonably well documented such as in the PogoShell source code.
