As wifi is the DS's only way of contacting other DS's pictochat does use wifi.
However i assume you mean "play pictochat over the internet".
This would probably require a PC server to collect, transmit over the net, recieve and retransmit to the DS.
It's too much work.

Pictochat uses nifi, not wifi.

DS uses 802.11 wireless standard to connect with other DSs. However, it uses the NiFi protocol to communicate with them.

An online picochat program is possible, it just wont be picochat.
Maybe after ICQ/MSN type stuff is made you could expect to see one.
or, purhapes, PingPals2 might actualy sale :D
(or they will again be beaten by Nintendo doing a firmware update...)
