now i know how to command, but it doesnt work
'sseqrip' is not recognized as an internal or external command or batch file.

First you have to 'cd' (change directory) containing the folder with sseqrip.exe in it.
As for the rest of your questions, please open the GBA beginners' FAQ and read through at least "The basics".

ok... its works but where does the .sseq file go? mine doesn't seem to appear anywhere (btw using topgun nds rom for music)

tried a diff game and it works! i guess it just dont work with topgun

Either it doesn't use the format ssequtil expects, or it's streamed audio...hm, do sseq files appear for games that use streaming audio?

M3 Game Manager also patches NDS roms, SSEQRIP does not work with these games, either.
