I want to create a device to connect infrared LED to the audio out pin of the power supply jack, so that I can control TV/VCR/DVD with the Nintendo DS software.

Err, so?
Well, for a start: that'll be a damn hard thing, since you'll have to convert digital data -> audio -> digital data -> IR ...
You'd be better off by modifying PassME, IMHO.

Not sure actually, seems like an interesting experiment to me.
No idea if the voltages would be appropriate.
You'd have to do a lot of testing and experimentation before you could even think of writeing the software side.

Not necessarily. Most IR remotes use short pulses. Say you played a 200hz tone with an IR LED connected, then it'd be beaming 200hz IR pulses. Timing could be tricky though.

Wouldn't it be easier to turn a GBC into a remote? Did people do that? Anyway, I hear GBC writable carts are almost impossible to find though.

Yeah, they aren't common. There are a few GBC remote apps though.

I talked to someone who knows more about infrared, he said I need to create a circuit to modulate the output, so I might do that

If you have problems doing it that way, might using that Total Remote thing and setting up your app so that the DS is held upside down be a simpler solution?
Good luck, either way! I'm not knowledgeable enough to do that kind of stuff, but I'd totally love to make use of it. =)
