Hardware > Cable that connects to my GBA to a port on my pc?

I found this cable, and have no idea what it is used used for. I remember trying to use it before I learned about homebrew and game development and just stashed it away in a drawer. Could you tell me what it is?

But it plugs directly into the GBA link cable port and the parallel port on my pc...there is no flash cart

That looks like the cable you use to transfer files across to the cart though. So you're missing the F2A cart but have the linker cable.

Right, cables like that would send over a Multiboot program to the GBA which would take care of interfacing between the computer program and the flash cart. At least that's how the F2A Ultra cart (using a F2A USB cable) worked, as did many other carts of that era.
