Is it true that Flash carts use more power than ordinary carts? I've heard somewhere that they require more current to operate.

Yes, it is true, but the difference is not that big.

Some carts use PLD's that consume quite some current as well.

The difference should be next to nothing when reading. When writing howerver, they may need a few times as much current.

Yes, the power requirement of flash is not that much higher, but the power requirement of ceratain PLD's can be very significant.
