I would imagine that it would be possible to port MinGW based programs such as devkitPro to DJGPP. But is there a reason that you cannot use the compilers for Windows?

I do not have permision to do it but I can run BOCHS run dos .

What about Linux with Bochs? You can run it without X, and it'll work nice and probably not very fast but at least faster than with X...
