You might try a forum search for "video" -- the options have been discussed before.
It's no small challenge to display video/audio on the gameboy.
Is this a paying project you have in mind or just a technology experiment? I've been toying with the idea of an AVI to GBA video converter... I'd like to hear more about what you want to do.

Is it possible to get in touch with one of the developers of Meteo or Caimans video codecs? I'll guess if you publish a game through Majesco, you might get access to its codec.

Caimans is already sold, for meteo i don't know who make it to ask...
thanks a lot i will try in the video section...
About the project , is not an experiment is a nice project but without a coded is impossible...

To whom? There was a freeware strip poker game released for the GBA not so long ago that used the Caimans codec.
