On the forum index at the bottom, it says

However, I am in that particular time zone, and my local time is one hour ahead.

Does the forum observe daylight savings time, or is everyone around me playing a really mean joke, making me think it's 2:45 AM when it's really 1:45 am?

No, the forum doesn't because not everyone observes Daylight Savings Time.

Besides, someone had to get screwed over with the time difference. I really feel sorry for those in the business world though...
