A palette is an array or similar that contains all the colours available for an image (sprite etc) to use.
Pixel colours of a sprite are represented as indexes into a palette. This means a greater number of colours can be chosen from.

Excuse me but if i have an image (bitmap) by whitch to extract the tile, what do it be of use of palette?

THX. The last question: with photoshop or other graphic program, how i can make and also export images at 256 color, or 16 bit or....?

With photoshop, on the menu go to Image -> Mode -> Indexed Colour and experiment with the options in the dialog box that appears.
