Lately, I do much (although not all) of my sprite/bg editing in Graphics Gale.

I don't know about the "best", but I use ProMotion from Cosmigo.

I think it's a really good sprite animation program, but it costs $59 for the full version.

<shameless plug>For simple stuff Usenti is nice</shameless plug>. Comes with its own exporter too. For more serious stuff, the other suggestions would probably work out better though.

Photoshop Elements has all you'll really need. But it costs a bit.. However, students get it a bit cheaper, and it is nowhere near the price of Photoshop full.

I had weird issues with usenti maxing out my processor from time to time (while I had the program open in the background, at the same time as working on some code in another window). I liked the program (especially the palette features), but the processor weirdness kept me from using it so much. (so I switched to the gimp as well)

Cearn, have you seen something like that in the past?

No I didn't. Even on a 150MHz laptop it always ran just fine. Specs? (but maybe over PM so we don't bother the other nice people)
