Since I am graphically challenged, I am asking anyone if they have sprites of a full deck of cards or if they could make them. I am also looking for dimensions of the cards to be no bigger than 16x32. Any help would be great.

at 16x32, are you hoping to show the whole card, or just a corner of it?

I was hoping for the whole card however I could rework the layout to work with a corner of the card. It isn't a big deal either way.

At 16x24, a layout like Lo-Vision cards would work.

You really do not need to be good with graphics to render a pack of cards. There are only four suits and 13 characters.

I ripped a set of cards from a japanese GBA game ages ago and modified them for Herg's Solitaire. He didn't end up using them, but I've kept the cards. I have made two sets from the ripped originals.

If I use one of the images that was recently posted. Do I just convert the image as is or do I have to add some padding to the image (each card is 16x24)? 16x24 isn't available as a sprite size right? I am just a little confused with the different sizes I guess.

You can add padding, or you can use 2 sprites for one card (a 16x16 and an 8x16).

You shouldn't have to "pad" the image if you arrange your tiles appropriately so the data "pads" itself. Make a tall sprite with width 16 and height 32, then leave the last little bit of memory after the sprite blank.
